The Negros Occidental Historical Council, Inc. (NOHCI) is a non-governmental organization based in Bacolod City that preserves and promotes the history, culture, and arts of Negros Occidental. It was originally established as the Negros Occidental Historical Commission in 1971 under the provincial government and became a private entity in 1992 to increase operational flexibility while continuing to work closely with the Province. The Council maintains a library with about 3,700 books and documents, supports research, and provides historical resources to the public, schools, and government agencies free of charge. ASSEMBLYMAN PEDRO C. HERNAEZ

Pedro C. Hernaez was a Filipino lawyer, politician, and diplomat born on December 12, 1899, in Talisay, Negros Occidental. He studied law and became a sugar industry executive serving as the President of the Talisay-Silay Sugar Planters Association before entering politics. In 1935, he was elected to the National Assembly and authored the law that made Bacolod a chartered city. He later became a senator and was appointed to the United Nations in 1946, where he helped in post-war efforts. 1911 RIZAL MONUMENT MARKER AT THE NEGROS MUSEUM

The 1911 Rizal Monument Marker, located at the Negros Museum, was originally attached to a monument in front of Rizal Elementary School in Bacolod City. Made from hardwood, it features engraved names of key political figures involved in the monument’s construction, along with decorative carvings of ferns, flowers, and ribbons. The item, 113 years old, has suffered discoloration, surface damage, holes, and missing parts due to age and exposure.
