Victorino Millan Salcedo was born in Sara, Iloilo, on February 22, 1882, and became known for his leadership in politics and agriculture. He served as Municipal President of Sara and later as a Congressman, where he pushed for the development of nearby towns and helped improve roads, schools, and water systems. He also promoted agriculture by organizing the Sara-Ajuy Sugar Planters Association and building a modern sugar mill. In 1946, he donated 10 hectares of land for a public high school, now known as Northern Iloilo State University, Victorino Salcedo Campus. His contributions earned him high respect, and after his death in 1967, he was honored by Congress for his integrity and service. A monument in his memory stands on the university campus.
